With technological advancements, the legal field, once considered complex and closed, is also at a turning point. Among these developments, the AI technology-based legal document automatic generation platform 'LEgal MONster' (hereinafter referred to as Lemon), developed by the legal tech startup Robot Co., Ltd., is gaining attention. The boundaries between law and technology are being crossed as Cheon Ho-sung, the representative lawyer of Discovery Law Office, explores everything about Lemon.

Overcoming the Limitations of Existing Legal Services with AI TechnologyFounded in November 2023, Robot focuses on Lemon, which was researched and developed directly by CEO Cheon Ho-sung. Lemon integrates AI technology into a wide range of legal documents, such as complaints, accusations, and contracts, which are generally difficult to access, enabling anyone to create them easily and quickly. Its strength lies in reducing the complex procedures and high cost burden of existing legal services. It is useful not only for individuals lacking legal knowledge but also for startups and small and medium-sized enterprises.
CEO Cheon stated, “I wanted to overcome the limitations of traditional legal services with technology. Documents are the most basic part of the legal dispute process, yet they are often considered difficult and complex. As a result, people either spend a lot of money consulting experts or, if the cost is burdensome, give up on legal disputes. I believe that if document creation can be resolved efficiently, more people can receive legal protection without financial burden. After much thought and research, I decided to operate Lemon, which incorporates AI technology into legal document creation and search.”

Lemon utilizes APIs (Application Programming Interfaces) of various AI tool LLM (Large Language Model) services such as OpenAI's ChatGPT, Meta's LLaMA3, and Grok. After inputting prompts into these LLMs and receiving results, they are combined with a proprietary algorithm to create document forms, supporting web-based legal document editing for convenience and high stability. It provides methods for submitting legal documents through the 'Related Legal Information and Document Usage Method' menu, and evidence can also be attached and saved as files. Legal document automatic generation and editing are available for free, but some features, such as 'Request for Expert Review' and 'Request for Legal Consultation,' incur costs.
Lemon also supports legal document recommendation and automatic generation functions. When legal information or cases are entered into the AI chat input box, it analyzes them and recommends related legal documents, which can be completed by simply changing the name. Documents for each legal field can also be selected. Blue indicates legal document formats created by Lemon and reviewed by experts, orange indicates AI technology-based automatically generated legal document formats, and white indicates documents without information, which are automatically generated using AI technology when selected. According to Lemon, updates are continuously made for accurate document generation, but due to technological limitations, the orange and white documents are less accurate and may contain some errors compared to the blue documents reviewed by legal experts.
Existing similar legal services merely display the results of LLM services, but Lemon differentiates itself by providing functions to recommend and generate legal documents. Lemon's legal documents are implemented in the same format submitted to actual courts or investigative agencies, enhancing their utility. CEO Cheon stated, “Lemon incorporates the latest AI technology, taking about 10 to 15 seconds to generate legal documents.”
A Practicing Lawyer with a Background in Computer Science… Actively Engaged in Legal TechCEO Cheon Ho-sung, who has a deep understanding of both the legal and AI fields, has an interesting background. Although he majored in computer science during university, he obtained his lawyer qualification in 2014 and pursued a career in law. In 2016, he served as a special investigator on the investigation team of Special Prosecutor Park Young-soo, investigating the Park Geun-hye and Choi Soon-sil scandal, and in 2017, he worked as a secretary for Kim Jin-pyo, a member of the National Assembly from the Democratic Party of Korea. He returned to his main profession as a lawyer in February 2019 and established Discovery Law Office. After five years of research, he successfully developed Lemon through Robot.

CEO Cheon stated, “I have always been interested in legal tech. I constantly pondered and researched the combination of law and IT. It would have been difficult to come up with new ideas if I had only worked as a lawyer. Even if I thought of combining law and IT services, realizing it is not easy. I was able to develop Lemon because I not only majored in computer science but also worked in various fields, including as a lawyer, for over 10 years. The ability to immediately reflect practical difficulties or needs experienced as a lawyer into the platform is also a strength and differentiator.”
To develop Lemon, CEO Cheon made more effort than anyone else, not hesitating to study AI tools and coding. With the rapid advancement of AI technology, Lemon was born in just over a year.
CEO Cheon stated, “I concretized what I used to imagine by studying separately and realized it with Lemon. Having technical knowledge and the influx of developers and AI tools from Robot accelerated the development speed,” adding, “If I had not developed it directly and outsourced it to external personnel or companies, it would have taken a lot of time and cost. Because I have knowledge of both law and IT, I was able to conduct technology verification and decision-making quickly, enabling free services.” He continued, “I have often met victims of small fraud cases who gave up due to financial reasons. I wanted those in similar situations not to give up and to pursue litigation at a reasonable cost to protect their rights. That experience was reflected in creating Lemon.”
Completion of Lemon's Second Update, Focusing on User ConvenienceLemon, which began its beta service in November 2024, has been updated based on user feedback. The recent second update improved functions such as ▲case search ▲litigation management ▲expert chat consultation ▲class action, enhancing convenience. As a result, after generating legal documents, users can search for legal terms or cases if they are curious about related information during editing, and special characters can also be inserted.

Additionally, electronic signatures and seals can be generated and downloaded for free, and services such as the TrollBuster, an offensive comment detector, have been added. TrollBuster analyzes comments or expressions entered online based on AI to indicate whether punishment is possible (low, ambiguous, high possibility). Related cases can be checked, and related legal documents can be easily and quickly created in conjunction with Lemon.
CEO Cheon stated, “We are focusing on minimizing errors to generate high-quality legal documents,” adding, “We are also making efforts to enhance functions that users actually need.”
However, the case search function within Lemon provides limited data. Only a small portion of domestic cases are disclosed among all judgments, and the court administration office sells them for KRW 1,000 per case, making it costly to purchase. CEO Cheon lamented, “All legal interpretations and services are determined based on cases. If accessibility to cases increases, the quality of judicial services will inevitably improve. Cases are the most basic and essential element, and it is unfortunate that they are not open as an API.”
Continued Development of Innovative Services Combining Law and TechnologyIn May, Robot was finally selected for the '2025 Early Startup Package' by Seoul National University of Science and Technology. Lemon's AI technology for automatic legal document generation was recognized. CEO Cheon stated, “We received commercialization funds through the program. The funds were used for personnel expenses and production costs necessary for Lemon's development. The investment attraction briefing was also a great help.”

Robot is diversifying its revenue model through Lemon. The basic legal document generation function is provided for free, and revenue is expected by offering certain optional features for a fee. In the future, they plan to introduce B2B services or expand overseas.
Thus, Lemon aims to utilize the advancement of AI technology to help anyone easily and reasonably access professional legal services. It also places importance on increasing accessibility to legal services to create a fair and just legal environment.
CEO Cheon announced that he is developing various services combining law and technology besides Lemon, stating, “I will continue to do my best to effectively provide various legal services.” He emphasized, “I want to continue creating innovative and meaningful legal services, not just staying as a platform.”
