South Korea and the United States will sign a Memorandum of Understanding (MOU) on the 29th to collaborate on creating an AI ecosystem, including the export of AI full-stack technology, and to strengthen the foundation for technology and personnel exchange cooperation in fields such as next-generation communications, bio, quantum, and space.
The Ministry of Science and ICT announced that it would sign the 'Korea-U.S. Technology Prosperity MOU' on this day.
This MOU will be signed by Vice Prime Minister and Minister of Science and ICT Bae Kyung-hoon and Michael Kratsios, Chief Technology Officer of the White House Office of Science and Technology Policy, representing the governments of both countries in conjunction with the Korea-U.S. summit held during the Asia-Pacific Economic Cooperation (APEC) week in Gyeongju.
The two countries plan to establish a comprehensive cooperation system for core technologies such as AI, quantum, and synthetic biology to promote the prosperity of future generations, improve the quality of life for the citizens of both countries, and elevate the Korea-U.S. alliance. The MOU includes agreements related to 'Accelerating AI Application and Innovation' and 'Trustworthy Technology Leadership.'
In the field of 'Accelerating AI Application and Innovation,' the two countries plan to accelerate the development of various technology and industry sectors by utilizing AI technology. South Korea and the U.S. will jointly develop an innovation-friendly AI policy framework and cooperate in the export of technology across all AI fields (full-stack) to create a regional joint AI ecosystem in Asia and other countries. Additionally, they will cooperate in the export of trustworthy AI technology and closely collaborate in areas such as developing datasets suitable for AI utilization and promoting safe AI innovation.
In the field of 'Trustworthy Technology Leadership,' they plan to strengthen cooperation on the implementation of core technologies such as next-generation communications, pharmaceutical and biotechnology supply chains, quantum innovation, and space exploration. They also share an understanding of the importance of research security across the entire research and development of core emerging technologies and actively support basic research and personnel exchanges to strengthen the foundation for scientific and technological cooperation between the two countries.
Ha Jung-woo, Chief of AI Future Planning, stated, "The cooperation between South Korea and the U.S. in AI research and development and AI full-stack export will serve as a stepping stone for our country to make a significant leap as one of the top three AI powerhouses."
Vice Prime Minister Bae said, "With this MOU, we promise technological prosperity between governments, and following the AI ecosystem cooperation MOU previously signed with U.S. companies BlackRock and OpenAI, we expect further activation of scientific and technological exchanges and investments between South Korea and the U.S."
Following the MOU announcement, Chief Ha and Kratsios will hold a bilateral meeting to discuss implementation plans. Based on this discussion, the two countries plan to hold the Korea-U.S. Joint Committee on Science and Technology in Washington next year and prepare more specific and advanced cooperation measures.
