Enterprise AI startup Enhance (CEO Lee Seung-hyun) announced on the 30th that it has applied AI (artificial intelligence) agent technology to the construction cost review process in cooperation with the Armed Forces Financial Management Corps. The collaboration was pursued to enhance the efficiency of defense contract administration and support repetitive verification tasks.
Under the “MOU on the Application of Generative AI” signed in October last year, the two sides formed a civil-military technology cooperation task force (TF) and have been carrying out joint work. Based on practitioners’ experience, the TF structured the accumulated construction cost review criteria into a knowledge system that AI can recognize, and worked on normalizing different types of data—such as design documents and cost statements—into a consistent verification framework.
The resulting “Construction Cost Calculation AI Agent Model” supports repetitive verification tasks that have been carried out manually, including consistency checks between cost items, unit price standard reviews, and comparison of quotation data. AI presents the items to be checked and the grounds for judgment through comparative data analysis.
In particular, in consideration of the characteristics of defense administration, which requires high levels of security and control, a “human-in-the-loop” approach was adopted, in which final decision-making authority rests with practitioners. This measure is intended to improve work efficiency by using AI technology while maintaining the accountability and control structure of defense finance operations.
An official from the Armed Forces Financial Management Corps stated, “We aim to improve work efficiency in defense administration, where security and accuracy are paramount, by incorporating AI technology.” Enhance CEO Lee Seung-hyun also added, “This is a case of customized application of AI technology to the defense sector, where reliability is essential.”
Based on the results of the application of AI support to construction cost tasks, the Armed Forces Financial Management Corps and Enhance plan to review the potential deployment of AI agents in other defense finance areas that require standardized procedures, such as logistics procurement, budget execution, and contract review.
